Steps required for de-listing

Monitoring progress
The situation in every NCCT is discussed at every FATF Plenary meeting.  Between Plenary meetings, the review group maintains its contacts with the NCCT, including written correspondence and face-to-face meetings.

Implementation plan
The enactment of the necessary legislation and associated regulations is the essential first step for jurisdictions on the list.  Once the FATF is satisfied that the NCCT has enacted legal and regulatory reforms that address the main identified deficiencies, the FATF will ask the NCCT to submit an implementation plan with targets, milestones, and time frames that will ensure effective implementation of the reforms.  Although there is no single template for the Plan, the NCCT should address: filing, analysis and follow-up of suspicious activity reports; the conduct of money laundering investigations and prosecutions; examinations of financial institutions (particularly with respect to customer identification); international exchange of information; and the provision of budgetary and human resources.

On-site visit
Once the FATF believes that the NCCT has made substantial progress in implementing its reforms, the FATF may authorise the review group to conduct an on-site visit to the NCCT to confirm effective implementation of the reforms.  A positive outcome of the on-site visit would be required for the review group to recommend that the FATF Plenary consider de-listing the NCCT.

De-listing
When the appropriate review group is satisfied that the NCCT has taken sufficient steps to ensure continued effective implementation of the reforms, it shall recommend to the Plenary the removal of the jurisdiction from the NCCT list. All decisions on de-listing are taken only at the FATF Plenary meetings. The FATF will rely on its collective judgement in taking the decision.
